Themes and Android

When I build apps with lots of menu's, it can be really useful to use a theme. For example, my theory is that if I add the json for a menu (e.g. menu with image) manually into a theme, I can define consistent sizes of buttons, fonts, colours, fonts across the whole app. It's a nice way of doing things, the benefit is if I need to tweak these settings across the whole app, I can do it in one place. Problem is, this technique seem to not work in Android, but I don't know why.
