In that scenario, the image can be declared in the html doc before the text, nothing too fancy needed there. Declare the image as 100% width, don't declare height and it will resize across different size screens. If you want the logo to always stay in place when you scroll, you could create a background image for the plugin which has the logo in it, but when you scroll, the text would over-write the image, which may be undesirable.
